請問12F675燒錄的問題

請問版主:
12F675這顆IC當我使用MCLR當INPUT I/O, 並且使用Internal RC時,ICD2不能讓我燒錄, 請問如果我買PIC START PLUS就可以燒錄了嗎? 還是需要購買市面上的IC燒錄器燒錄HEX檔才行. 謝謝.
